IS WINDOWS MARKETPLACE FOR MOBILE ONLY FOR US DEVELOPERS?

Seems as though Microsoft has reopened registration "providing Windows Mobile Developers a clear path to develop, test, certify and distribute" applications.  This isn't the first time WinMo has developed a bad user experience.  International developers have and are reporting many issues during the registration process, including the site only accepting bank account number and bank routing number, when some international banks do not have such numbers.  Also reported is the automatic population of USA when a registrant enters their credit card address information, not providing the opportunity to change the selection.  If you are having issues, Microsoft is asking developers to stay up to date with the WinMo team blog.  After fixing these registration problems maybe they can work on a new name for the Marketplace.  Until then hopefully this relaunching of the registration process has fixed many common problems.
